    The Cooperative Forest Fire Prevention (CFFP) Program, commonly known as the Smokey Bear program, was created to maintain public awareness of the need to prevent human caused wildfires. It is managed by the United States Forest Service in cooperation with the Ad Council and NASF. The Forest Service requested a decision concerning the effect of a U.S. District Court decision on the Service's payment to a state and billing of the state's fire protection contractor for fire suppression services pursuant to a cooperative agreement.
